Oil Trap Completely Ineffective Now

The Oil Trap has become completely ineffective in our parties now. Rarely do 6 person teams now go to dungeons within 10 levels of their characters.

How you currently feel about this in-game and how you think you should feel
Hard to justify using certain abilities like Oil Trap like this.

Any ideas you have on how things could be improved, fixed, or add more fun to the experience
A good compromise would be that the Oil Trap stop enemies within the level 10 range and then above that range it slows them down still, but slows them less with higher level enemies on a scale. This would make the Oil Trap still a valid ability and make it range appropriate also.

After 10 levels they could become less effective but not totally useless. One theme I think works perfect is after 10 levels, each additional level over you, things become a % less effective until the mobs are way too high and they still work but do the minimum.
