Pocket Watch Tiers should have a starting level to allow gear to continue to be worn

Problem you’re trying to solve
When switching from a tier 1 pocket watch to a tier 2 or 3 pocket watch, gear is no longer able to be used. It makes grinding for good gear useless on your original pocket watch, especially since there is no bank and limited space to hold items.
How you currently feel about this in-game and how you think you should feel
It is frustrating because you have to start over at 0 with a new pocket watch, that already has requirements to meet, rendering your gear you are wearing useless until you grind the new watch again. If each tier had a starting level this could make it so you can still wear your gear. for example if you need to have a player level of 21 to use the pocket watch, that pocket watch should start at level 21, so you could use gear up to level 21 with that pocket watch as long as your other stats meet the requirements for the gear.

Any ideas you have on how things could be improved, fixed, or add more fun to the experience

the whole reason behind implementing PW level requirements for equipment was to force players to re-grind lower level dungeons tho. What you suggest would just allow players to play higher level dungeons all the time. Would be a lot more fun for sure, but the purpose of the latest patch was exactly to prevent players from raiding high level dungeons too often…
