Target Rating Skill is BROKEN please fix :)

Problem you’re trying to solve
I’m trying to develop a build where a TW can actually tank and hold aggro properly, I feel like this skill could possibly help hold enemy attention but it’s broken and doesn’t scale up after lvl 1… max increase of -2000 stat increase

How you currently feel about this in-game and how you think you should feel
I feel it can make a huge difference if it scales up more, from testing with the TW base of 0 enemy attention to adding the -2000 made it so I could sort of kite some mobs to a soul drain mission. All my testing has been solo since the QF aggro generation is still unmatched.

Any ideas you have on how things could be improved, fixed, or add more fun to the experience
Fix the issue and make it scale up with each lvl
